Money for African AIDS

The US Senate has passed legislation that will increase the funding to Africa for AIDS RELIEF to about $41 Billion. In addition it will spend about $2 Billion for Native water, health and Law Enforcement programs within the United States.

While that is a good plan, I have to wonder, what STRINGS are being put on this aid to Africa? If I remember right, the original plan insisted that ‘abstinence only’ was required in order for the money to be released, or was that another program? Still it does bring up the fact that way too much Foreign Aid Packages come with strings attached.

I also have to wonder, what about those who require the AIDS/HIV Cocktails in the United States, who DO NOT HAVE HEALTH INSURANCE? What relief is being given to them?

There is also a comment in the article, on how this is improving America’s image abroad, which makes me wonder, is that why Bush is supporting it? I mean he sure wasn’t keen on adding the money when he first proposed his plan in 2003, so why now?
